The client had concerns about escalating costs, limited visibility of site progress and increasing payment requests from the contractor. An independent inspection was commissioned to assess the current status of the project and identify any potential risks.
Key Findings
1. Inconsistent Foundation Levels
During the site inspection, it was observed that foundation levels varied across sections of the development.
This raised concerns regarding setting out, alignment and future construction quality. Further technical review was recommended before progressing to subsequent stages of construction.
2. Missing Plumbing Drawings
The project had commenced without detailed plumbing drawings being available on site.
Without approved service drawings, there is a risk of future alterations, delays and additional costs once construction reaches later stages.
3. Missing Electrical Drawings
No electrical installation drawings were available for review.
Electrical planning is a critical part of any commercial development and should be coordinated before construction progresses too far.
4. Bill of Quantities Review
An independent review of the Bill of Quantities (BQ) identified significant discrepancies between the value of works completed on site and the amounts being claimed.
The assessment indicated that the project costs had been substantially overestimated relative to actual progress achieved at the time of inspection.
This finding enabled the client to make informed decisions regarding future payment requests.
5. No Evidence of Statutory Approvals
During the inspection, no evidence was provided to confirm that the necessary government approvals had been obtained for the development.
The client was advised to seek immediate clarification and obtain copies of all relevant approvals before proceeding further.
Outcome
Following the inspection, a detailed report was issued to the client outlining the findings and recommendations.
A technical review meeting was subsequently held with a consulting architect to explain the observations and answer client questions.
As a result of the inspection, the client was able to gain a clearer understanding of the project’s status and identify several issues that required attention before further funds were released.
